Opportunity Information: Apply for HRSA 23 082
The National Maternal and Child Health Data Resource Center (DRC) grant opportunity (HRSA 23-082) is a federal cooperative agreement offered by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA). It funds a single national awardee to operate and continually improve a centralized resource that helps Title V Maternal and Child Health (MCH) Services Block Grant programs and other maternal and child health partners access, understand, and use National Survey of Children's Health (NSCH) data. The overall focus is practical: make it easier for state and national stakeholders to turn NSCH data into information that can guide policy decisions, program planning, and needs assessment work, while also strengthening how those stakeholders use the data to identify and measure health disparities.
A major piece of the DRC is a public-facing, easy-to-use web platform designed for broad audiences, not only technical researchers. The platform is expected to provide a point-and-click, user-defined query system that produces state and national estimates, along with related tools such as maps, curated data files that can be downloaded for deeper analysis, and methodological documentation that explains how the data were collected and how estimates should be interpreted. In addition to self-serve tools, the DRC is also expected to provide technical assistance (TA) when requested, especially to Title V programs and other MCH partners who need help applying NSCH data in real-world planning, reporting, and assessment contexts.
The program has two core goals: first, to increase how often and how well Title V programs and other MCH partners use NSCH data; and second, to increase the use of NSCH data specifically to assess health disparities, which includes looking at differences in child health and related factors across populations and places. To move those goals from general intent to measurable work, the notice lays out several performance objectives. Each year during the project period, the DRC must provide targeted NSCH technical assistance to at least 15 Title V programs that are using the NSCH in their needs assessments. The DRC must also grow engagement with its public digital resources, with an annual target of at least a 5 percent increase in usage compared to the previous year, measured by metrics like unique users and page views. Another annual expectation is coordinated outreach: the DRC must collaborate with other MCHB-funded resource and technical assistance centers to carry out at least one focused communications effort per year to promote and disseminate DRC NSCH resources to Title V programs and other MCH partners.
The notice also sets multi-year development expectations through 2028 that emphasize adding analytical power and an equity lens to the platform. By 2028, the DRC must expand its data query capability so users can view key indicators of child health across multiple years, which is essential for identifying trends rather than only single-year snapshots. Also by 2028, the DRC must add at least two new query indicators related to health equity and/or social determinants of health, and provide supporting materials so users understand what those indicators mean, how they are constructed, and how they can be applied in policy and program work.
From an eligibility and funding standpoint, the opportunity is open to a wide range of entities, including state, local, and tribal governments; public and private institutions of higher education; and nonprofit organizations with 501(c)(3) status, among others as permitted in the full eligibility guidance. The activity sits in the health category under CFDA 93.110. The award ceiling listed is $900,000, and HRSA expects to make one award, meaning the selected recipient effectively serves as the national hub for this NSCH-focused data resource and technical assistance function. The original posting date is August 18, 2022, with an original application closing date of November 16, 2022.Apply for HRSA 23 082
